Police arrested the father, 29-year-old Jonathan Allen, on felony counts of child abuse and torture.
"I am an fantastic mother", Ina Rogers told reporters in the city of Fairfield, where she lived with the children, ages 4 months to 12 years, before one of them briefly disappeared in March, kicking off an abuse investigation.
The children did not require medical attention when they were removed.
He says 29-year-old father Jonathan Allen faces nine counts of felony torture and 30-year-old mother Ina Rogers faces child neglect charges.
Rogers, 30, denied wrongdoing and said she was a good mother to her children.
She says she is standing by him.
"Based on what I've seen, we believe nine of the 10 children were abused", Sharon Henry, the chief deputy district attorney, said during Monday's press conference. I am an awesome mother.
The investigation began March 31 when police in Fairfield, 46 miles northeast of San Francisco, responded to the missing juvenile report.
Rogers has 11 children, she said, KGO reported.
Henry expects "appropriate charges" to be added in the coming days to the case against the children's mother, Ina Rogers, 30, who now faces a misdemeanor count of child endangerment.
Children complained of burns, bruises and injuries that are similar to the traces from the pneumatic weapon, said Lieutenant Greg Hurlbut.
After investigators entered the home, Rogers' children were taken by child protective services and she was charged with child neglect. Rogers told reporters that she also has a 14-year-old who does not now live with her. Rogers claimed police had left the house in the messy condition.
Rogers, who is now out of jail after posting $10,000 bail, talked to the reporters about the seizure of her 10 children. "It went beyond somebody simply not cleaning the house for the day". He's being held in lieu of $1.5 million bail.
Police also say the children suffered a long history of physical and emotional abuse. The Solano County alternate public defender's office has just been appointed to Allen's case, Roberto Najera said.
Larry Magney, who lives across the street, said the couple moved in about one year ago.
"She told me she's never lived alone and now that her kids are gone and her husband is gone, she's just a mess", Quartman said.
"She was pretty concerned, and she was like, you know, running around the neighborhood", Magney said.
Meanwhile, prosecutors in Riverside County have filed eight new charges against father David Turpin, accusing him of lying on government forms about the schooling of his children.
Jonathan Allen told KCRA-TV from Solano County Jail on Tuesday that the children have been brainwashed into thinking they were abused.
