The United States has said the summit broke down because of the North's excessive demands for sanctions relief in return for limited disarmament measures.

Kim said that the North would not stick to summits with the USA for the sake of easing sanctions but it will wait with patience until year's end for a courageous decision from the US, setting an effective deadline for a shift in the USA demands in denuclearization talks. Mr Trump and Chairman Kim were unable to reach an agreement to lift sanctions in exchange for North Korea abandoning its nuclear and missile programs.

The Hanoi summit "raised strong questions about whether the steps we took under our strategic decision were right, and gave us a sense of caution about whether the U.S.is even really trying to improve the DPRK-U.S. relationship", Kim said, using the initials of North Korea's full name, the Democratic People's Republic of Korea.

President Trump should ignore any offers of another summit with Kim until North Korea is ready to put something verifiable on the table.

"I agree with Kim Jong Un of North Korea that our personal relationship remains very good, perhaps the term excellent would be even more accurate, and that a third Summit would be good in that we fully understand where we each stand", he said on Twitter.

Another signal taken from the North Korean reshuffle is that North Korea's senior diplomat to the United States, Choe Son-hui, was promoted to vice foreign minister and may inherit numerous diplomatic responsibilities formerly held by General Kim Yong-chol.

"If the US proposes holding a third North Korea-US summit with a right attitude and a right method, we have a willingness to do it one more time", Kim was quoted as saying by Pyongyang's Korea Central News Agency, which is monitored by South Korean media.

The US president went on to praise North Korean potential under Kim's leadership.

"They want to see the USA make the next move - that the steps that they took, such as returning war remains and shutting down missile sites, are even more grounds to demand the U.S.to relieve sanctions", said Kim Hyun-wook, a professor at the Korean National Diplomatic Academy.

The talks have been stalled since a February Trump-Kim summit in Hanoi ended in no deal. He has not said whether or not he has remained in contact with Kim since Hanoi.

Pompeo also stressed that Kim had "made a commitment" that he wanted his country to denuclearize.

"I will be patient and wait until the end of this year for America's courageous decision, but it will be hard to get as good a chance as last time". "However, the USA has taken a more hard-line stance since the Hanoi summit".

Still, North Korea is committed to better North-South relations and peaceful unification, Kim said.

While the possibility of further progress is a worthy goal, North Korea's diminutive dictator is already putting conditions on his potential participation and they clearly add up to what many of us suspected all along.

But Kim Jong Un was sharply critical of the South Korean government, arguing it should not act as a "mediator" or "booster" for hostile forces, but instead act in the interests of the whole Korean nation. But North Korea for decades has been pushing a concept of denuclearization that bears no resemblance to the American definition, with Pyongyang vowing to pursue nuclear development until the United States removes its troops and the nuclear umbrella defending South Korea and Japan.
