Speaking after Chelsea's 0-0 draw at Leicester on Sunday, Hazard told reporters: "Yes I have made my decision (on his future) but it is not just about me".
It will be Europe's premier competition the west London club will be vying to win next season, along with an improved performance in the Premier League.
Hazard, whose final game for Chelsea could be the all-English Europa League final against Arsenal, has contributed 16 goals and 15 assists this season, while Coutinho has just 11 goals and five assists for Barça.
"Yes. A couple of weeks ago", Hazard said when asked about whether he has informed Chelsea.
"I have made my decision but it is not just about me".
"I wanted that [to have the situation sorted out] but that's not happened". It's going to be an wonderful experience, one I can't wait for, and to be here in England, speaking English again and meeting all the guys is something I'm thrilled for.
Chelsea declined to comment but are now resigned to seeing Hazard go.
When pressed further on whether or not Chelsea securing a spot in next season's UEFA Champions League had changed his mind regarding his future, Hazard stated: "No".
"When you're on the pitch, you try to be focused on the pitch with the ball".
In contrast to Di Matteo however, current Chelsea manager Mauricio Sarri insisted yesterday that Chelsea must "respect [the player's] decision". I don't think so.
"I think coming here will be a smooth transition for me, already knowing the language and things like that", he said. "I like very much to stay here".
